About the Speaker(s)

Melinda A. Gaboury, with more than 29 years in home care, has over 20 years of executive speaking and educating experience, including extensive day to day interaction with home care and hospice professionals. She routinely conducts Home Care and Hospice Reimbursement Workshops and speaks at state association meetings throughout the country. Melinda has profound experience in Medicare PDGM training, billing, collections, case-mix calculations, chart reviews and due diligence. UPIC, RA, ADR & TPE appeals with all Medicare MACs have become the forefront of Melinda’s current impact on the industry. She is currently serving on the NAHC/HHFMA Advisory Board and Work Group and is Treasurer on the Home Care Association of Florida Board of Directors. Melinda is also the author of the Home Health OASIS Guide to OASIS-D1.

Monday, November 1, 2021 | 11:00AM-12:00PM | No-Pay RAP & Notice of Admission: Guidance for Success

Medicare home health reimbursement has been impacted greatly by the implementation of a no-pay Request for Anticipated Payment (RAP) and a penalty if it is filed untimely. This session will review the most recent status of edits that are causing issues and how to request an exception to the penalty. In addition, the no-pay RAP will be replaced completely in 2022 with the Notice of Admission (NOA). The NOA will bring its own challenges and stands to impact home health dramatically. This session will help smooth the wrinkles.

Monday, November 1, 2021 | 1:00PM-2:00PM | Value-Based Purchasing: Potential Nationwide Rollout Impact Analysis

A Value-Based Purchasing (VBP) Demonstration for home health was conducted in nine states, including Florida, and ended December 31, 2020. This session will review the impact of VBP on agencies in the state of Florida. In addition, there was an announcement by the Centers for Medicare & Medicaid Services (CMS) that a nationwide rollout of VBP is likely. We will look at what a nationwide rollout would look like and how the states that have been through the demonstration might fare as compared to states that were not in the demonstration.

This session will describe the components of the Hospice Quality Reporting Program (HQRP) and the financial impact for hospice providers who do not meet the reporting requirements. You will learn the changes in the HQRP that were finalized in the Hospice FY 2022 payment rule including the new Hospice Care Index (claims-based) measure, an update on the Hospice Visits in the Last Days of Life (HVLDL) measure, STAR rating for the hospice CAHPS survey and removal of the seven HIS measures from Care Compare.

The session will recognize the multiple post payment review contractors and describe the current edits being used in targeting home health agencies; Detail requirements for successfully submitting medical records for review, Discuss the top 5 denial reasons under medical review; Outline the targets that are calculated on the PEPPER reports and Detail the targets and other data from the PEPPER reports specific to the state.

The Emergency Preparedness CoPs include the requirement that agencies need to be able to identify and manage emerging infectious disease (EID) as part of their emergency preparedness plan.
