CMS has recently released the Preview Annual Performance Reports for the Home Health Value-Based Purchasing Model. You can access these reports in the iQIES system, where you’ve been reviewing the Interim Performance Reports (IPR).

This Preview Report introduces, for the first time, the percentage calculations showing how your 2023 results will affect your 2025 payments. The calculations, based on the Linear Exchange Function, confirm that scores in the 51st percentile or higher are necessary to achieve a neutral or positive payment impact. Agencies in the 50th percentile, as currently reported in these preview reports, would see a slight reduction of about 0.2% in their payments. Moving into the 51st percentile or above should result in no deduction or a positive impact on payments.

It’s crucial that you review these reports right away, especially if you’ve been monitoring your calculations and believe there may be errors. If you need to request a recalculation, you must submit your request along with supporting evidence by September 7.

The Preliminary Annual Performance Reports are expected to be released on September 27. At that time, you will have the opportunity to request a redetermination, but keep in mind that you can only do so if you previously challenged the preview reports that were released today.

After recalculations are completed for agencies that provided sufficient proof, the final report will be released by December 2, showing the final adjustments. It’s important to understand that while these preview reports are expected to be close to the final figures, they are not yet final.

Make sure to thoroughly review the content, especially focusing on the measures where your performance has fallen short. You still have four months left in 2024 to influence those outcomes for your 2024 report.

As we close out 2024 and look ahead to 2025, remember that significant changes are coming in 2025, as we’ve discussed and will continue to discuss in the coming months.

The Value-Based Purchasing calculations have once again confirmed that you need to be in the 51st percentile or higher. As you review each individual element and its percentile ranking, aim for each measure to fall within the 50th to 75th percentiles to ensure your overall score is moving in the right direction.
