The latest Interim Performance Report (IPR) for the Home Health Value-Based Purchasing (HHVBP) Model have been released and includes important updates that home health agencies should review carefully. The April 2026 final report is now the most current version available and replaces the earlier release, reflecting revisions that may impact how agencies interpret their performance data and overall outcomes under the model.
It was recently discovered that the 2025 data had been risk adjusted using incorrect information, specifically 2024 data. Updated 2026 risk adjustment information has been provided, which correctly incorporates the 2025 data. These corrections are reflected in the April final reports.
CMS conducted a retrospective analysis to assess the impact of the incorrect risk adjustment calculations on previously reported quarters and determined that the overall effect on performance results was minimal.
Be sure to review your information carefully, as you should see changes between the interim April report and the final April interim report. If you notice significant variances, you may need to ask additional questions.
Please continue to monitor these reports closely. The next report is expected in July, followed by the annual report in August, which will include your final 2025 performance results.
If you plan to request a recalculation of your annual report, be aware that the appeal window is very short. Make sure someone within your organization is reviewing the report promptly and understands the deadlines and requirements for submitting a recalculation request.
Keep in mind that this is the preview report. When the preliminary report is released, you will have another opportunity to request a recalculation. However, if you do not request a recalculation during the preview report phase, you will not be able to do so once the preliminary report is issued.
Be sure to review each report carefully and take action within the required timeframes. These results will ultimately be used to determine the payment adjustments that take effect in 2027 based on your 2025 performance.
The Home Health Value-Based Purchasing Model continues to evolve, with the scope of measures and components included in the program continuing to expand. We’ll take a closer look at 2026 Value-Based Purchasing updates in a future Monday Minute.
